There is a proposal that Surrey’s current county council and 11 district and borough councils are reorganised into two new unitary councils – East Surrey and West Surrey. Following concerns raised by some Hooley residents about the extremely poor and unsafe pedestrian and cycle routes you need to take to safely link the A23 between Church Lane and London Road North, the Hooley Residents Association raised the matter again with National Highways. Please see the National Highways responses below. (note: this matter has been subject of discussions for some considerable time).
